Underpinning in Dapto
The local plan's mapped flood planning area and its acid sulfate soils Class 1 both appear in Dapto, and each attaches a consent rule to the land it covers. Which lots are on it is the council's to say.

Underpinning around Dapto
The state's soil-landscape map returned the Shellharbour unit at four of our five sample points in Dapto and the Fairy Meadow unit at one. The report for the Fairy Meadow unit lists flood hazard, low wet bearing strength and high seasonal watertables among its limitations, calls its soils generally stable, and names Dapto Creek among its examples. The Gwynneville report lists Dapto among developed suburbs. We do not know that the Shellharbour unit report covers Dapto: its examples are Dunmore, Blackbutt Reserve and Shellharbour.
What the reports list for the plain is water, not mass movement: the Fairy Meadow report's limitations are flood hazard, low wet bearing strength and high seasonal watertables, where the hill-foot reports list mass movement and erosion. That is a different set of questions for a provider to ask. It is a map read at a coarse scale from a 1990 survey, and it does not say that any Dapto house is wet, flooded or moving.
Permits and Wollongong City Council rules
Wollongong Local Environmental Plan 2009 clause 5.21 says consent must not be granted to development on land the consent authority considers within the flood planning area unless it is satisfied of the matters listed, and the state's planning layer maps flood planning area land in Dapto. Under clause 7.5, land the acid sulfate soils map puts in Class 1, which appears in Dapto, needs consent for any works, unless a preliminary assessment shows no management plan is needed or the works disturb under a tonne of soil, with foundations among that exit's examples, or are not likely to lower the water table. Whether a footing job meets either clause is a fact about the job and the lot, and these documents do not say. The council can say for a given property.
